Baku is the capital and largest city of Azerbaijan. It is also the largest city on the Caspian Sea and in the Caucasus region. The city lies on the southern shore of the Absheron Peninsula, along the Bay of Baku. At about 28 metres below sea level, Baku is the lowest-lying national capital in the world.

The city's historic core is the walled Old City, known locally as Icherisheher. It contains the Palace of the Shirvanshahs and the Maiden Tower. In 2000 these sites were inscribed together on the UNESCO World Heritage List. The Old City has narrow streets, mosques, caravanserais and bathhouses that date from different periods of the city's history. Over the centuries Baku was ruled by the Shirvanshahs, the Safavids and the Russian Empire, and each period left a mark on its architecture.

In the late 19th century Baku became one of the world's main oil-producing centres. By the early 20th century, the region supplied about half of the world's oil. This oil boom brought rapid population growth and investment. Many buildings from that era survive in the city centre.

Baku was the capital of the Azerbaijan Democratic Republic from 1918 to 1920. It then served as the capital of the Azerbaijan Soviet Socialist Republic. When Azerbaijan became independent in 1991, Baku became the capital of the new state.

Modern landmarks include the Flame Towers, completed in 2012, and the Heydar Aliyev Center, designed by architect Zaha Hadid. The Baku Metro opened in 1967. The city has hosted several major international events, including the Eurovision Song Contest in 2012, the first European Games in 2015 and the Formula One Azerbaijan Grand Prix. In 2024 it hosted the COP29 United Nations Climate Change Conference.

Baku has a semi-arid climate and frequent strong winds. Because of these winds, it is often called the "City of Winds".
